1 · Load Elections BC participation reports

Select one or more VotingParticipationReportCQB*.csv files. They're processed oldest first; re-loading a report is safe.

2 · Load or refresh the master voter file

CQB_voters_*.csv from the campaign. Rows are matched on Voter ID and updated; GOTV status notes are kept. Do this before loading reports the first time.

3 · Load outreach language groups

CQB_outreach_language_groups.csv (voter_key, grp). Replaces the existing groups. Only people with language access can see the voter-level groups.
